ISSA is the cleaning industry's own association rather than a contractor, which makes its published rates the closest thing this market has to a neutral reference. For hard floor work it is also one of only two sources in this record that print a number at all.

Strip and refinish, and scrub and recoat
Publishing both is the useful part. They are different jobs at different prices, and a contractor's proposal that names neither is leaving the buyer to assume the more expensive one has been quoted.
The gap between the two rates is the argument for an interim maintenance schedule. A floor kept on a recoat cycle needs full stripping less often, and the association's own figures let you do that arithmetic rather than take it on trust.
Why an association figure carries differently
A contractor's published range is a marketing decision as well as a price; an association's is closer to a market observation. Neither is a quote for your building, but they fail in different directions and it is worth having both.
