Cleaning services Norfolk: the largest naval complex in the world, and a downtown behind it
Norfolk's commercial cleaning demand is shaped by the naval complex and the port rather than by its office market, and a very large share of it sits behind access control. That decides which contractors can bid before anything is priced, and it is the first thing a tender here should settle.

What a specification here has to carry
- Access requirements come before price. Where a tenancy carries defence or port access rules, background checks, named-individual rosters, escorted access and change notification are conditions of the work rather than extras to it. They narrow the field of contractors substantially and add mobilisation time, so they belong in the invitation rather than in the contract after award.
- Port and marine space is crew hours. Terminal buildings, maintenance facilities and warehousing are priced on machine hours or crew hours against an access window that operations controls, with the soil named in the scope. They belong on their own schedule, split from any office portion on the first page.
- Salt air and storm season. Coastal air leaves a film on glass, frames and external metalwork that returns faster than inland, and hurricane season moves scheduled visits. Name the glass frequency separately, and agree standby and abortive-visit terms out of season when they cost nothing to agree.
Common questions
- Does the vetting requirement change the price?
- It changes who can bid, which is itself a price effect, and it lengthens mobilisation.
- Do the published rates apply?
- To an office portion as a band. Marine, port and controlled-access space is not what any company in this record measured.
- What should the contract say about storms?
- Standby, catch-up and abortive-visit terms, settled before the season rather than during it.
