What a specification here has to carry
- Permits and standby are labour before they are cleaning. Process areas, tank farms and maintenance buildings carry permit-to-work, confined-space and standby requirements that are hours on site before any surface is touched. Leaving them unstated does not remove them; it moves them into a variation after award, which is the most expensive place for them to appear.
